NEW OPERATIONAL INSTRUCTIONS FOR THE END-OF-LIFE MANAGEMENT OF PHOTOVOLTAIC PANELS

The GSE has published the new version of the Operational Instructions for the end-of-life management of photovoltaic panels incentivized under the Conto Energia scheme.

The document, approved by the Ministry of Environment and Energy Security through Directorate Decree No. 45 of March 12, 2025, incorporates the provisions introduced by Law No. 11 of February 2, 2024 ("Energy Decree") and Law No. 115 of August 8, 2024 ("Critical Raw Materials Decree").

Key updates:

§ New calculation method for the amount withheld by GSE: In compliance with the Energy Decree, the amount is set at €20.00 per panel. To support operators, GSE has developed a simulator for calculating the installment plan for guarantee fees.

§ Updated timelines for joining Collective Systems: In accordance with the Critical Raw Materials Decree, the guarantee fee is set at €10.00 per panel and must be paid within one of the two annual 60-day windows.

§ Streamlining of revamping cases: New rules have been defined for the end-of-life management of professional-type installations, including the necessary documentation.

Time windows for joining Collective Systems:

§ First window 2025: April 1 – May 31

§ Second window 2025: July 1 – September 30

From 2026, the windows will be: February 1 – March 31 and June 1 – July 31.

From 2026, the windows will be: February 1 – March 31 and June 1 – July 31.

Withholdings will be carried out by GSE at the end of each time window. The application to join a Collective System must be submitted exclusively via the SIAD platform using the “WEEE - Collective System Membership Model” questionnaire.
